What lifts the show from the usual procedural conventions is the central performance. Raymund is terrific as Jackie, wearing a tilted smile despite her awareness of her problems...

Loses some of its momentum in later episodes.. But it never entirely loses its flavor. It's good enough that if it were a little better - a little quirkier, a little more urgent - there'd be nothing to complain about, and that's pretty good.

It's not Raymund's fault that the arc she's given grinds her so relentlessly into the dirt -- she plays the story well -- but it's a mismatch with story that elsewhere has loopy, "Ozark"-style megaviolence that's purposefully heightened.

Hightown doesn't exactly look like being The Wire, but for casual crime viewing, you could do worse.

What prevents Hightown from devolving into a drag is the enormous appeal of its leading lady, Raymund.
